Our Approach to Clients

Two to three clients. Full attention.

Shorepine maintains a deliberately small book of two to three active retainer clients. This is not a limitation of capacity — it is a deliberate design choice that reflects our belief in how effective government relations should be practiced. Each client we take on receives the full, undivided attention of the principal. We do not manage portfolios. We do not dilute attention across twenty accounts. We build the kind of deep institutional knowledge of your organization, your priorities, and your political context that only comes from sustained, focused engagement.

We are selective about clients for another reason: conflicts of interest in the lobbying world are real and consequential. Representing a small number of clients allows us to ensure that our advocacy for one client never compromises our effectiveness for another. Our clients can trust that we are fully in their corner.

01 Primary Segment

Defense-Community Municipalities

Cities and counties in South Puget Sound — Lakewood, DuPont, Lacey, Yelm, Pierce County, Thurston County — carry priorities that regularly intersect with federal programs: defense-community coordination, federal land use, transportation appropriations, encroachment, and joint emergency services.

The principal's three years directing legislative affairs at Joint Base Lewis-McChord and active TS/SCI clearance are directly compounding credentials for this segment.

Nonprofits & Advocacy Organizations

Nonprofits with narrow, specific legislative asks are strong fits for Shorepine's retainer model. Mission-driven organizations often bring the clearest policy objectives to the legislative process — and benefit most from sustained professional representation rather than a one-session push.

Broad-portfolio advocacy organizations with diffuse priorities are typically better served by larger firms. We focus where we can add genuine, measurable value.

03 Developing Segment — Year 2–3

State Agencies

State agencies typically procure contract lobbying through formal RFPs and expect demonstrated Washington State legislative outcomes. Shorepine's VOSB certification supports procurement compliance, but state agency engagements are realistic in years two and three, once the firm has Tier 1 case studies on record.

We work with state agencies on a selective, accountability-driven basis — taking on engagements where the legislative agenda is specific and the principal can add genuine value that the agency's own legislative staff cannot.
